Arena Season 20: 2 player or 3 player?

In the arena settings, it looks like it's supposed to be 2-player (on the 3-player map)

But in play, it's actually 3 players.

Not that I mind a little change of pace, it's gonna be a for-fun season Just wondering if it was intentional.

According to the Season 20 announcement, it's meant to be 3-player:

Space Empires: 4X:
Number of players: "3" (prev: "2")
Scenarios: " - STANDARD 3-PLAYER MAP" (prev: " - NORMAL 2-PLAYER MAP")
