Its strange there is no filter (US map, not arena) to choose my level of users for games

There are filters for opponent levels for simple game mode (i.e., not arena).

It should work for everything. Are you trying to use it for Arena? ELO filters do not work for Arena at all.

You have to set the filter SEPARATELY for each game

Good clarification. When I said it should work for everything, I meant it should work for all games that have ELO in non-Arena mode, not that you can globally set it for all games.

I think its cause I paid for premium account yesterday and it appeared only today

No, filters for your game preferences are not a premium feature, all users have access to them. If it's working for you now, that's great, but if it ever disappears, it's probably some sort of bug.
