Played total of 17 games against him between my 3100+ games. won 12 of them thats 71% win rate. Calling that cheating is ridiculous. prob barely went net positive againts him. They're not calling it cheating, the ELO penalty is there is stop people from playing against the same (shill) opponent multiple times and artificially enhancing their rating. Most people who are penalised (including you) are not doing anything wrong and BGA aren't saying you are, you're just being caught in the cross-fire of policy.
Other games in between doesn't matter, it's simply looking at your record head to head with each player. Each consecutive win reduces your ELO gained. That said, as many have pointed out, ELO is not a "score", it's a measure of your skill. Once you reach your skill level at that game, ELO tends to stay pretty much the same (at least that's the intention - you can still get surprised by an opponent or surprise them, and get larger drops/boosts). KoT being what it is in terms of luck, your "skill" level will be swingy and it may be harder to get higher ELO. The highest for ANYONE on BGA is 516 and that player is the only one over 500. So reaching 500 is a pretty tough goal. Going beyond is probably not possible.
That said, the ELO changes that mean you get penalties for consecutive wins are widely disliked. There's a thread in the announcements forum with over 100 pages of people explaining why, most of which seems to have fallen on deaf ears. Feel free to add your voice, but don't hold your breath waiting for changes.
