Should Fur Merchant apply to fifth column upgrade action?

Picture implies this shouldn't work, but description says it applies any time you get an upgrade 1 good action on an action space, which suggests fifth column should work for this. As currently implemented, this does not work (ex: table 623798441, move 378).

The graphics are pre-Norwegians,so of course they don't show the 5th column action.I think it should work.The inventor is active on Boardgamegeek,so I'll post the question there.
