How do stronger legends work?

The options say +1 or +2, does that mean they just move an extra spot every turn? What if that would make them cross a corner line?

I ask because I want to use them in irl games as well.

The +1 or +2 only adds that amount to their top speed if they would go that in a turn, otherwise normal rules apply. So just think of +1 changing the numbers on the Legend cards from 10-19 to 11-20.
