How does the Seahorse choose which series to augment?

How does the Seahorse choose which series to augment?

I think it always goes for the most points, Sailors then Penguins etc. but I am not sure. Does it act as a joker for only one series at a time, actually? The card has text yeah, but I would like to make sure about all this, can someone put it in simple words please?

You're right, it will help you complete on of your collection where it is the most useful.
