The King is Angry Will Not Let Me Confirm

The very first selection of the game was "The King is Angry" which requires everyone to remove three caballeros from play. I only have two in play and, when I remove them, the game still will not let me confirm.

Any solutions?

As the card says, you are forced to remove 3 caballeros, either from regions OR your court.
So if you don’t have them on the board, you must remove them from those waiting in your court.
Note you can even decide to remove all 3 from the court, you don’t have to remove the 2 that are on the board.
