Cruel/Relentless, who goes first?

Cruel/Relentless, who goes first?

This used to be the person currently losing the battle decides first, but behavior seems to have changed. What is the rule now?

As far as I know there were no intended changes, however BGA did upgrade from PHP7 to PHP8. Major version upgrades usually have some backwards incompatibilities that need to be addressed. For example, undoing building a cube is not possible right now I believe (I saw a bug about it before and I've experienced it myself the other day). Maybe that impacted something in Cruel/Relentless behavior as well?

My interpretation of the rules is “whoever wants to”. At any point in time, the winning player will be happy to do nothing and so, if the losing player wishes to execute Cruel or Relentless then they may. If the losing player has both Cruel and Relentless then they pick one to use first, which is also obvious based on the situation. For example, if you’ve rolled a 6 and I’m still losing then clearly I’m not going to choose “Cruel”.

I don’t think this interpretation leaves any ambiguity. I don’t think there is any justification for changing this interpretation.
