It's a tier 2 card for sector 9 - so you can keep an eye out for it.

Well that's a bit embarrassing. Now I see that I've just been calling that the 7/9 card and didn't think of it as a swapping card - which it surely is. And yes, I've seen it be super powerful if engaged early, but it's a useless middle to late game card. Love this card.

It's a 7 cost card for the 9 that has a charge . The charge lets you swap it with another blue card. when activated again, you can swap it again. Commonly, you buy another 9 slot to push it up into red, activate it and swap it with a low number, usually the 6. You then swap this with another card. sometimes the "You Win" . More commonly you use a 4-5 point arrow card. I have seen multiple instances of a low number being double rolled and that person getting 10 points in one turn. I have lost many a game where 9 did not roll after buying it or i did not get a movement charge to activate the 9. It is hard to beat, but not over powered. Sometimes you cant get it to activate until too late.

It's really only out of proportionally OP in 2p where the bottom half of the cards are more out of whack when they can come up every 2nd roll - rather than 3rd, 4th, 5th etc. - if that makes sense. I don't see the need for an option to ban it, but I'll definitely race for it if it comes up - its one of the reasons I try not to play light-speed on 2p.
