Rule clarification: must the player with the most points win?

There are situations where the player with the most points doesn’t end the game. In that situation, can anyone confirm who should win? Is it the player with the most points, or the player who ended the game?

For example, imagine a game where three players are tied with nine points, and player 1 has the longest road. If player 2 builds a settlement (giving them ten points) that truncates player 1’s road in such a way that gives player 3 the longest road, that gives player 3 eleven points.

In that scenario, who should win? Player 2 for getting to ten first, or player 3 for having the most points (eleven)?

From the manual (emphasis mine): "If you have--or reach--10 victory points on your turn, the game ends immediately and you win!"

So the winner is the player whose turn is when the game ends.

The rules are very clear. You only can win , when it is your move. In your case - it was your own fault - to bet on higher results by not finishing the game can give the victory away.....

You shouldn't really be able to get into this situation in a four player game. But it is possible with road breaking.

The rules around winning and needing to declare you have won are controversial as you can see from Stack Exchange and the links you find on those answers.
