Swiss system repeat opponent?

Hello! I’m curious how the Swiss system could result in me having the same opponent in my group of 6 players so often. In 15 matches, I’ve had the same opponent 9 times—including 8 in a row now—despite the fact that I’ve defeated him each time. Can anyone help me understand this?

This may be stating the obvious, but I think the match up algorithm falls apart when the number of players in a group is less than the number of games that will be played, and is especially noticeable when the number of players is much less than the number of games, and the players' W-L records remain relatively the same. I think it pays no attention to past match ups, and the claim "Try to prevent same players to be opponents twice" is baseless.
