Huh? You can create tables in the old lobby. If you want a premium game and you're not premium, you can also queue in the automatic lobby with your chosen options, but you cannot create a table anyway.
I've been creating tables according to my specifications since I joined 697 games ago! I don't know what the "old lobby" is but I see it mentioned a lot. I just to 1 of the 2 games I play and click Start.
Despite what you think, you are not "creating" Catan tables as a non-premium member. You are joining a queue for tables started by premium members. Catan is so popular that there may not be a perceptible difference, and it "feels" like the table is being created by you.

You can create Yahtzee tables as a non-premium member. If you do this on the Play Now page with manual settings you'll notice that there will be an option to expel players from the table, which you only have if you are the person who created the table. Again, this difference may escape notice if you play with player counts that fill the table so quickly you don't see that option which Yahtzee probably does because it's so popular.

But if you try one of the less popular 700+ other games available you will see it.
OK, whatever "hosting" a table means if that isn't creating. That's what it says - hosted by (my player ID).

So I just checked how this goes. I am a premium member, for my tables it does indeed say "Hosted by nik592". My partner is not premium. If I start a non-premium game like Yahtzee on their account, it also says "Hosted by [username]". But if I start a premium game instead, it says "Waiting for Premium players..." followed by "Premium game: Go Premium to start a game in ~15 mins". But as Catan is popular, you may not see this before premium members are added to your table and the game starts (I only did because I started the game restricted to our friend group so no one would join). If I then also start the same game (restricted to friends), it will eventually put us on a table together (ok not Catan, which needs a minimum of 3, but I tried it with another premium 2p game), but declares me host as premium member, even though my partner started it first. My premium account is what allows us to play.

Not surprising, seeing as I specifically said a non-premium player "can" create a Yahtzee table, and even put "can" in bold for emphasis. Yet somehow it turned into a quibble about host vs. create, which I didn't even raise. A non-premium player cannot create, host, conjure, instantiate, summon, or generate a table for a premium game like Catan as the absence of the "hosted by" wording indicates.

And before someone decides to be "that guy," we're not talking about the promo codes that come with the physical copy of some games that give a non-premium member privileges for the BGA implementation of that game only.

I just linked to this thread from somewhere else and see that no one (including me) ever thanked you for testing this out and reporting the details. Thanks.
