Page 13 of the Obsession rules.
If there is a tie among players in the total for all four theme categories, the player with the highest player board reputation wins the final courtship. If there is still a tie no one wins...
When courtship was decided you were still on 8. (Not sure if the .4 counts, but isn't relevant here.) Only after courtship is decided do you take the opportunity to play your VP card for rep to reach 9.2
