I would say so, if I've got a spare hour and want to play a game, I want to fill that hour.

I'd make the following changes:

1) Discourage it by increasing points lost by maybe 25%
2) Not allow it during an opponents turn (hate players that see you're winning, then you play a mammoth double eagle type move at the end and they concede)
3) Show a stat before creating a game (also would be good to show average game duration, nothing worse than a play that takes an hour to play the game), showing % of games conceded

Conceding is perfectly acceptable in a 2P game.

It is poor sportsmanship. I don’t care about the ELO, like does it benefit your life? Nope. I play because I enjoy the strategy and want to improve. Quitting because you are losing is totally bad sportsmanship. I only want to play if I am winning? How selfish and childish! This is doubly true when you quit with one turn left. Just finish the game, for crying out loud! The world doesn’t revolve around you!

I love your 3rd idea. Usually I give the thumbs down for them so I don’t have to play them again.

It doesn't revolve around your opponent, either. In Ark Nova, it is possible to be in a position where, mathematically, you simply cannot win. In a 2p game, it is acceptable to resign when there is no path to victory. Why waste your time, and your opponent's time?

If it's in arena, just do it. If playing more casually, I'd maybe ask first.

No, I'd very much prefere if my opponent conceded when the game is decided rather than sitting going through the motions playing made up mini games or styling. Wasting peoples time so you can win by 30 instead of 25 has absolutly no meaning other than what exists in your head.

Bit late to the party, but i would consider it worse manners to play on a 100% lost game. In my eyes it is disrespecting your opponents skill by assuming they will mess up real, real bad.
Obviously These are very rare earlier than 1-2 moves from the end, but sure, they can happen. I dont mind if my oppo doesnt concede in a position that from my POV looks 100% lost, maybe its not, maybe they Cant make that judgement. Maybe they are still having a good time despite they know the game is already over. Sure, ive lost out on doing some cool stuff because my oppo conceded 1-3 moves before i was about to do it, but they dont owe me anything, why should they stick around for me filling my map without build upg?. Ive had one opponent abandon [sic] at 60% (almost in a 100% lost position) just to make me gain less elo, Thats a bit of a dick move though.

Key decisions have already been taken, dices been thrown, the Battle has been lost, i dont see the point in playing any further when there are no outs left.

Ive gotten flack from ”rage conceding” games, it is truely not rage, i know i have no outs and dont see the function in spending another minute or two in the game, Gg wp, lets go next.

Idm conceding. I dont need to sit out last turn eagle play knowing im losing. Neither do I expect people to do the same.

But rage conceiving is diff. Had one just now, where he called me lucky, terrible player and asked for a rematch for money lol. Never have I ever.

I get it when there are several turns left to play and no chance of winning and it can save five minutes. But when it is the last turn of the game it is just really annoying. I like to see my final score and game situation and do not feel this is any kind of show of respect
