Rules pdf - strange moderation

I tried to learn this game and therefore wanted to read the rules. The linked rules in the rules section is just an overview booklet.

I tried to add the correct link to the rules and get the message „this link was removed by a moderator“.

First question: why?
Second question: where should this be reported to get fixed?
