Dig site ability

I dug up a site which had an ability to untap one assistant. I didn't have any assistants when I dug up the site, but the ability did not appear and remain on my player board until used like other dig site abilities. Is this the intended behaviour?

Idol bonuses gained by discovering a new site must be resolved immediately. Then they go face down on your player board with the ability no longer available. It is a one-time offer.
