Meta-information about the game is set by the programmer when implementing the game (so the complexity/strategy/luck/interaction values reflect their own evaluation of the game characteristics).
Thanks. So far, all the interaction stats on BGA has been quite correct and useful for me. I wish BGG community was welcoming towards such ambiguous but useful stat. Everytime I have to come to BGA to check for amount of interaction in a game.

And their own interpretation of what they really mean. It seems there are different opinions about what exactly is "interaction", for example.
Isn't that same as asking "what exactly is a rating?" It's subjective. Everyone has their own pointers and perspectives against which they put the game while reviewing.

And what information do you actually get?
Chess has interaction 0
Xxung has interaction 3
Sure they are different, but... really?

Probably a mistake or an oversight for Chess in this case. In general, these ratings can give a general idea, mostly for people who don't know the game yet (that they may agree with or not of course after playing).

Maybe. Or maybe the person who assigned it for chess (and many other games, abstract and not) thought that "interaction" means direct player-to-player interaction, like trades or joint decisions. While the person who assigned it for xxung thought that it means how much your actions can affect the other players' actions.

Indeed, a difference in interpretation as you describe it is also quite likely.
