Pirate ability (extension)

For this pirate :

Passive ability (Always triggers), both players/pirates are affected.*
Adds Cannon/Wheel action:
Take any card from the player deck into your hand and reshuffle the player deck.
Then, put any card in your hand face-down on top of the player deck.

*(symbol ∞ on card)

After a cannon/wheel trick, should it really be triggered for both player (both take a card, suffle and put back a card) ?
Or only for player who win trick ?
Or only for player who own the pirate ?
