We've ruined ranked smallworld with 4 player games now. No one ever plays.

Idk, the two player board has those two bottleneck points. If you use those strategically Halflings, Heroic, Dragon-master, or Diplomat can all help you force your opponent to attack herself. Seafaring can also potentially get you three spots that your opponent can't touch, even in decline. And those are just strategies off the top of my head.

I can see the argument for Spirit Ghouls specifically being overpowered in 2p, but Ghouls in general I think are fine

The bottleneck points don't matter because the ghouls player can simply pick up their tokens to redeploy and attack your vulnerable regions. And if you try to pick a passive race and brick up with Heroic, then they can instead spread out better than you with their two races and score lots of points. Seafaring is useful of course, but it doesn't change that they can just double team your active race so that you are forced to decline and lose your seafaring decline tokens. And again, if you try and pick something passive like heroic halfings, they'll simply spread out with their ghouls and score way more points than you. I'm sure we could theory craft a situation where specific race and power combinations (where your opponent couldn't simply pick them instead) would lead you to win, but it is a massive uphill battle that would require a lot of luck.
