Given that the game can be played asynchronously so it's not obvious exactly who plays what unless you are on a big device that shows the history on the side, I have a suggestion.
My turn came up. All tiles were out so I assumed we were in the final round. The game grayed out farm redevelopment (renovate and build fences) though it didn't gray out either redevelop by itself or build fences. As I was scratching my head trying to understand why this would be, another player answered my inquiry in game chat and explained the "farm redevelopment" tile was out because of something another player had done and it was available only to that player.
My suggestion is that if you click on it, or mouse over it, instead of simply giving the standard text, it should also note that the action is reserved for player X until the final round.
