Strange interaction with the japanese macaque

Hello everyone , yesterday I played a 3p game with 2 friends and we were all surprised on how the Japanese macaque played out.
I was ahead on cp , player 2 was ahead on appeal , player 3 was behind everyone on both cp and appeal.
Player 3 play japanese macaque, and was not offered to pilfer me. Instead the only option he had was to pilfer player 2 twice.
By reading the card, we all understood that , I should have been pilfered once for being ahead on cp and player 2 once for being ahead on appeal.
Did we miss something or is it a bug from the bga mod?

You only had 1 appeal at the time. You can't be targeted by interactive effects (such as pilfer) when you have less than 5 appeal (even when it targets based on cp), so it targeted the player with the most cp who was eligible.
