Overhaul without habing fences yet?

Can I play Overhaul ("Immediately raze all of your fences, add up to 3 fences from your supply, and rebuld them.")

Having 0 fences build yet I would gain 2 additional wood for building fences. Is that possible?

As the smallest pasture you can make is with 4 fence pieces (and 3 is less than 4), it is impossible.
