Doc Wissen card does not apply effect

It's not the first time. I got two zenithium, and I played Doc Wissen for influence. Its effect is that I can develop human tech costing only 1 zenithium. The game asked me if I wanted to apply the doc wissen effect? I said yes. Nothing happened, I still got my two zenithium and my turn was over.

Shouldn't this be a bug report? I looked into your last game and Doc Wissen got his effect, not sure which game you mean.

It costs 1 zenithium less, not just 1 zenithium. You probably didn't have enough to complete a higher level...
