Same Partnership twice?

In the game above, Mealich has the Australian partnership on their board twice. I didn't think this was allowed. Its also strange that they have a worker placed on the rank three spot of the association board, but no partnership is missing. Is this game bugged or is there some game effect allowing this that I'm overlooking?

In the Marine Worlds expansion, there is a special Administration card that makes you take all your partnerships from the supply, not the board. It specifically says that this allows duplicates.

The downside is if there are none of the one you want in the supply, you simply missed out on that one.

To be clear, with this card, you take from supply always when it’s activated (partner zoos first side, both those and universities flipped, I believe). You 1) can’t “block” other players from getting it in a round, or be blocked. 2) since one is loaded into the active board, you can end up in a situation where other plays can take that one, but you can’t, since there are none extra in supply.
