Not able to play conservation card, what am I doing wrong?

Hello players, I faced an issue in my recent Ark Nova game. I had the whole strategy planned around releasing a monkey with Jungle conservation card. Yet, when I tried playing Association (4 strength + 1X point), BGA didn't give me an option to play the conservation card. I had the worker ready, monkey sized 3 in the zoo, conservation card in hand. What could be the reason? I'm a newbie so probably it's not a glitch, but I'm just not getting it.

Looks like you didn’t have enough association workers. You already had one on the level 5 spot, which means you need two worker to go there again before the break. You only had 1 more worker at that point. Getting another worker from an additional partner zoom gave you one more but also used one, meaning you still needed to wait till after the break before you could play the release project.

Yes, that's exactly it. Thank you for explaining. I found this in the rulebook now. I should have taken +1 worker the first time I played conservation project, that would have saved the whole game. Will know better next time. Thank you!
