The owner of the wharf should not be able to load the wharf until after finishing the loading of a ship with similar goods. Otherwise, the wharf owner can tie up a ship for the most of a game. If the owner has 6 Indigo barrels, and a ship has 2 available slots remaining, the owner must first use 2 barrels to fill those slots, then the remaining 4 barrels can be put on the wharf.
