The Hacienda is a significant advantage and the person who goes first gets to take that advantage. To make the game more competitive, there should be 2 Haciendas available. Also, 2 Small Warehouses would be good.

If this is not an official variant, it cannot be implemented. BGA's licensing agreements must make the game as close to the physical copy as possible, including sticking to the rules as printed (or available in official channels [the "balanced game" variant of Puerto Rico is from the designer's comments after the game was released]).
