It is available on steam as a game you have to purchase, guessing that might be why.

Brass is indeed already being worked on. Lancashire now, afterwards Birmingham. It's rather common for those big, very popular titles to not have a public alpha, surely not early on, but being worked on behind the scenes.

It may be also that they want the release of BGA Brass to coincide with their upcoming Kickstarter for the new Brass game.
