Well, you can't expect a more luck based version of the game not to require luck to reach the top. It is so luck based experts who play 5p almost always are on tables with "strong players and above" for 2 reasons: 1. Elo because they can't consistently beat 100-200 players at the level required as much as they need to beat 300s (proof of it including more luck) and 2. Lower players tend to play more randomly and (from who I have spoken to) make it more difficult to win but very easy to get 2nd/3rd, which in a game of only 100/200 players would not work out so well for them.
I don't do this to criticize the high 5p community, but you can't complain about elo when you chose to play a version with more luck. That is like someone who is playing Piraten Kapern trying to beat the #1 elo in Connect four, it just isn't going to happen.

There is indeed a lot of luck in this game. However 5p tactics pro is the version with the highest degree of skill. You are right that a if several 100-200 players are on the same table, one of them might win. But if 4 experts are on the table and only 1 random player, that player has nearly 0% chance of winning, in this version. They might win in normal, or without tactics, both of which have a higher degree of luck.

Also the elo being a fair equation is still a valid point, regardless of the luck/skill discussion. The fact that playing at a normal player count makes it IMPOSSIBLE to reach the elo scores of players who only play 2p games is unfair.

I agree that playing this game at the professional setting highly increases this game's skill level. I can highly recommend playing it!

Totally agree. But the BGA elo system does not have different leaderboards for different player counts, even if the community would consider totally different games because of that (which I definitely could argue is a strong case for this game).
Even if it is significantly more difficult to reach 600 in 5p than 800 in 2p, at the end of the day BGA recognizes the number, which is the 800. There is a similar situation in Go Nuts for Donuts, where I would definitely argue 3/4p has more skill than 2, but 2p has the highest elos because it is a different style of game.
To make a long story short, if you play for fun you know where the peak is and the achievement you earned getting there, while if you play for the leaderboard you have to play a specific game style and you just have to accept that.
