Frodo & Sam Travel Cost

Is it just me or it seems that you don't have to pay the required stealth token when having Frodo and Sam use the Travel action as long as the character you used for the 4 - action turn already spent a stealth token. In a two player game i recently played, I noticed this and was confused since i thought you had to pay a stealth token for every travel action you do with Frodo and Sam. Is this just an error in the implementation of the rules in BGA?

It's very coincidental that you just posted this, because I was just wondering the same thing. There are times when it won't require me to use a stealth token and I wasn't sure why, but I think your explanation is probably what's causing it. The rules don't don't read that way, so I'm guessing it's a bug.

If I'm understanding correctly (only read the rules once and played once):
You only have to use a stealth token if both of the following are true:
1) Frodo/Sam are moving INTO an occupied area (red troops IN the city/location) and/or Nazgul in the same region.
AND
2) you want to avoid a search roll.

Otherwise, you can move without using stealth.

If the eye is not in Frodo's region and there are no Nazgul in Frodo's region, movement becomes free. Think of it like Frodo has nothing to hide from, so he doesn't have to spend a stealth token. That's why if you get Frodo into such a situation, you should really prioritize moving him as much as you can.

The eye does not change the number of dice rolled, but it can impose a search roll. If eye is in the region and there are no nazghul or troops then you may need to roll a search, but you would roll no dice. However, the eye will call more nazghul, and can also eventually reduce hope.

I think this may be it. The wording of the rule was kind of confusing for me cause it seemed like you had to pay a stealth cost for simply moving frodo and sam. It would have been better if they switched up the phrasing to say "if you move frodo and sam into a destination with enemy troops and/or where the region has nazgul, you have to roll a search. OR you could spend a stealth to not roll a search"

I have moved Frodo and Sam into a region with the Eye of Sauron but not needed to Stealth because there were no Nazgul in the region or Shadow troops in my location, therefore zero dice to roll if there was a search.

That makes sense. A search is always rolled per the rules, but if there are no dice to be rolled (no nazgul and no troops), the roll step in BGA is skipped.
