Arena - Map 2 and Tile#1

The combo Map nr.2 (big city, all the brown tiles in an area) and yellow tile #1 (that allows to put two or more identical brown tile in the same area) determines an unfair unbalance, above all if it's in the first round. Would be possible to avoid displacement of a single tile from a map?

Going for the big city on Map2 isnt worth it.
