why are development cards issued in pairs?

its a bug? when I get a card, the other player will definitely get the same one. when I get a spy card, I am 100% sure that I will lose it because the other player will also get it and take it away from me. this is so pathetic

Thank you for the newest conspiracy theory.

You forgot to mention that that only happens when your opponent is before you in turn order. Whenever you are in front in turn order the all-mighty cryptographically safe PHP-function random_int() notices it and will not give both of you Spys - because then you could steal the other spy which never happens.
You also forgot to include your statistics...

Happens with the Alchemist card also.

Another one is when the robber gets on the number you have that has not rolled in for ever, the next roll will be that number. Even something low chance like a 3 or 11.

You will get people saying no it doesn't happen. But in a game if they get Spy and someone else gets a blue card, what is their next move. They will play that Spy because they know the other one came out too.

I noticed that too. There are many suspicious situations in this game. If you place a thief on a given space, there is a good chance that he will roll a number from that space. If you pass the robber to the next player, there is a good chance they will roll a 7 and give it back to you. that's why I try to move the thief to players 3 and 4 in the queue. It's often illogical from a gameplay point of view, but what can you do? soon people will come and start writing that we are creating conspiracy theories like euclid314, but you have to be ignorant not to notice that something is wrong with this game

Yes, somewhere between 5/36 (~14%) and 1/36 (~3%), depending on the number. Since the robber is often put in high-probability numbers, it will be closer to the former.
If you pass the robber to the next player, there is a good chance they will roll a 7 and give it back to you.
Yes, 1/6 (~17%) of rolling a 7, at least 1/2 (50%) of giving it back to you in a 3 player game.

Apart from confirmation bias and so on, you probably believe the probabilities are lower than they are.
