Revealed sleeper agent loses when Dr No wins

Had a game where the revealed sleeper agent lost when Dr No wins

Isn't the sleeper agent supposed to win when the Insider wins (which is dr no in this case?)

Or is it a BGA rule bug?

Sleeper agent should win also as Prof No is considered an insider role.
Otherwise in this combo sleeper agent can only win as an agent and no more when he is revealed. And that should not be the case
