I haven't played in a while, so make sure somebody confirms my understanding.

Doesn't the requirement in the upper left mean that the zoo school tile has to have 2 of it's hexes on border spaces? You have no legal place to build the zoo school if that's the case. If you connect it on the top/center of your map next to your size 3 enclosure, at most you can hit 1 border space, but not 2.

The tile must cover at least two border spaces.
That is not possible in your situation.
