Maximum execution time exceeded (91.134.5.56 via TCP/IP)

I can't start a game, join a game or get past the login to BGA screen.

As soon as I try to login I get an error: Maximum execution time exceeded (91.134.5.56 via TCP/IP)
The IP listed is a datacentre in France, so is that the BGA server?
