There is link to video you shared with a note: "An early agreement was reached that called for Russian troops to withdraw to Feb 23 positions and in return, Ukraine would never join NATO. Russian troops never met these commitments." Stop spreading propaganda and fake news.

It would be helpful if you could actually provide the link so I and others can read it and evaluate it. Or you could just bark "fake news" like a trained seal. Either way.
