Question about account deletion and re-creation

I played a game with a user who had a remarkably similar username to someone I had played a few months ago, and both times it was a remarkably negative experience. However, when I investigated, I could not find the old account. I also could not find a record of a game with the similar name in my game history during what I thought was the correct timeframe (and got bored of hitting 'more...' to examine a longer history).

So a few question.
1) What happens to game histories of other players for games with an account that is removed? Are the game history for those games preserved and displayed, is the game suppressed/removed from the history, is it displayed with the removed account's name altered, or something else?
2) Is deleting your account and creating a new one a violation of the terms of service, if done to disassociate the new account from the previous reputations/red thumbs? I assume it is, or at least, should be, but figure I should double check.
3) If it is a violation, what is the appropriate way to report such a suspicion?

I think the games with deleted accounts remain in the history, at least I can find some in mine. Note, however, that it is possible to change the username without deleting the account.

If an account changes name, what ends up in the game history? The new name or the old? (or is there a way to display both?)

If the User deletes their Account, it becomes invisible on the Player Site and/or the Applications for other Users and is no longer accessible. The User's Content remains even after the deletion of their Account, it being understood that the Content will remain associated with their Username and/or avatar.

On /gamestats you can filter by game and look through "Most frequent players"
Ctrl + F / Command + F is useful to search and highlight any part of the username that you remember.
My game stats link to active and deleted accounts, but active accounts are the current username.

2) Terms of Use:

By accessing the BGA Sites, the Internet User declares, guarantees and undertakes:
• not to create several Accounts: the User undertakes to create only one Account corresponding to them. If BGA deletes a User's Account in the event of non-compliance with these Player G.T.S., the User undertakes not to create another Account without prior authorisation from BGA;

I assume this means one active account at a time rather than one in total

VIII. Fair Play
BGA will not tolerate any cheating and/or lack of fair play, whether through the use of cheating software, analysis of communication protocols or code, use of multiple Accounts, collusion with other Users, leaving the game before its normal end, use of game blocking tactics in order to force other Users to quit, or the use of obscene or foul language, etc.

Any User caught cheating or failing to meet their fair play obligations will receive a warning and then be subject to one of the following sanctions at the discretion of BGA:
◦ freezing of the Account,
◦ resetting of scores and rankings,
◦ suspension of Services,
◦ or even the outright deletion of their Account.

This seems to address using multiple accounts to boost ELO

3) Unless they are using multiple accounts to boost ELO, there is no category to report them.
I once reported a player who clearly used a second account to get around moderation - same username with a different number, same avatar, active only after the first account was moderated, same games played, similar opponents etc, but as far as I am aware no action was taken.
Sadly proving the same person has created multiple accounts is often not feasible.
