Arrow obscuring shape of enclosure

Arrow obscuring shape of enclosure

Just made a mess of my enclosure selection/attraction placement.It was about to be my turn,so I carefully positioned a bonus attraction to allow for the placement of an enclosure I had viewed.But when I selected the enclosure,and tried to place it to fill the gap,I got 'illegal location'.Turned out the arrow on one side of the board had been obscuring one square of the enclosure. Does this qualify as a bug ?
