César Borgia won't activate, am I missing something?

As the title implies, I played César Borgia, but for some reason the effect isn't triggering:

Seems to me that as soon as I played him I should have gotten the "Visionary" title but that wasn't the case and I don't really understand why. Am I missing something or did I missunderstand the rules or the card?

Visionary requires 2 endgame characters (+) and 4 lighthouses. You have 0 endgame characters and 3 lighthouses.

Borgia would give you the title if you had 1 endgame character + 4 lighthouses, or 2 endgame characters + 3 lighthouses (since he can’t reduce multiple conditions).
