gain 1 additional cooldown for being in 2nd gear?

I'm playing a game on the Japan track with upgrades and weather module. I noticed that I (and a few other players) got 2 cooldowns with a message "player gains 1 additional cooldown for being in 2nd gear." I can't figure out why this is. 2nd gear only provides one cooldown, and this is not related to any card I played.

You also get 1 free cooldown for starting a turn in last position (or 2nd to last, also, in 5+ player games), which will give you 2 total cooldown if you start in last/2nd to last, and move in 2nd gear

The game should have said something along the lines of "X can use adrenaline's effects for being in last position"

I was wondering if that's what it was. I'll need to look at the game log again.

The weather can also give a 'free' cooldown, so in 2nd gear you'd get 2 (or 3 with adrenaline (

It is just bad wording but if you know the rules it doesn't amaze u or anything.
