The rules says if I skip my turn, I draw two cards for a max hand of 6, but that didn't happen. Anyone know why?

Did you skip your turn in the final round? If so, there is no following round for you to draw the extra two cards. The final round is triggered when one player scores a certain number of cards, depending on the player count.

And you need to skip your turn BEFORE any other move ;)
