They look at the evidence and make a decision. Generally, the evidence should be getting provided to them through reports, because making them dig it up every case gets out of hand when you consider the quantity of reports this time increase multiplies by.

That would be a generous interpretation of what you are doing. Another would be that you're trying something underhanded on other users. I reported your post. Your post helps protect cheaters, and I can't say I'm a fan. It's bad enough that they went out of their way to sticky https://boardgamearena.com/forum/viewtopic.php?t=41797 to prevent such nonsense. If you had bothered posting evidence to make your post look trustworthy, then I'd be more sympathetic. But as it is, even if any of the account(s) you posted got hit for cheating, it would still be correct for the empty accusation you posted here to be shot down. The contents matter. A report accusing someone of cheating with evidence is valid, while one on the same person with nothing but a profile is nonsense.

I like if you red thumb them and go to the next step to warn others, it gives you the option about kingmaking. Then if you click the option it straight out tells you they don't care and that all you can do is redthumb for yourself. These types of cheaters are ok but naming them gets you sanction. I guess that those folks pay for premium and that's more important than game integrity.

Kingmaking is a natural headache of having an interactive game with more than 2 players. This thread's focus seems to be multi-accounting in the same game, which you can report and BGA does moderate.
