If you play at the fastest time settings you agree to make all your moves (including trading on your opponents time) within 44 seconds per turn. Please note that the game you are talking about was played in fast mode.
Yes, that is *very* fast (too fast for me) especially in the last turns of C&K games. Thus you have to carefully mind your time such that you have the full time bank till the very end. And of course sometimes you have to skip trading and building (even if you have the ressources) if you otherwise would lose on time. If you play blitz chess you also have no time to look for the optimal move. The golf is to play best in the given time frame.
If you realize that this fast time setting is not suitable simply change to a better time setting. Personally, I always play on the slowest time setting because in the beginning of the game and even in the middle game nobody uses their full time anyways. And in the end it is very rare that me or one of my opponents runs out of time.
Even if I myself could play at faster time settings I still have the problem that my opponents cannot and they get kicked.
