Yes and also no.
When you create a game table, you can limit it to a group (
https://boardgamearena.com/community), including "your friends". If you're creating a table from the "play now" lobby, there's small blue text that says "Restrict table access" on the right (across from "Table configuration" on the left) that lets you limit who can join your table in a number of ways. If you're creating a game from the game page, similar options are available under the green "door" icon.
What there isn't is a way to advertise that table to your friends list other than sending them messages individually. If you create a named group (per the link above), it's possible to send messages (real time chat or posted on the group page) to the group, but the former are ephemeral (only visible to those logged on & paying attention at the time), and the latter are only shown on the group page & people's news feeds, and most people don't check either regularly.
You could create a group and invite people to it and encourage people to post tables there & check the group page, or message people, or ...?
There are a number of suggestions open on improving (or at least changing) the way groups function, but what's useful or annoying for a large announcements group is different from what's useful or frustrating for a small active friends group. Some examples:
