These are my thoughts as a tournament organizer that makes 8+ tournaments per month and wants to provide the best overall experience for as many players as possible. The biggest metric by far is the % of games that complete on time. A tournament can only run as good as the players joining it so I use the limited tools I have as an organizer to get the best group of players possible for a public tournament. Player quality can often matter more than tournament settings. As someone who almost never times out in non-tournament play, but frequently in tournaments, despite checking in on BGA probably half a dozen times during my waking hours, I don't think feel it's fair to say that players who are over time deserve to lose. I'm not sure I've played in one of your tournaments (I don't play a lot of tournaments at present), and maybe your timings are such that people who are on regularly won't go over time, but that hasn't been my experience with almost any tournament I've played. It really depends on how much overlap (or lack of it) there is between players online time.
If i wanted to make tournament entry more strict I would need to make a restricted tournament group to invite players from and moderate that group. I have no interest in that.
I use the maximum 85% reputation requirement and keep the signup windows around 30 days maximum to make it difficult for low reputation players to join. Maximum 30 days also lowers the chance of players signing up, forgetting about it and leaving BGA for long periods or forever. The 85% reputation requirement will apply at signup as well as 24 hours before tournament start.
I put thought into the game durations and review game completion stats on tournaments fairly often. Today I witnessed that a no-skip 5 day Vale tournament had 30/32 tables complete on time in round 1 and saw the turnover of the last 2 games ending and the new round beginning. Over 90% completion is pretty good considering the games are faster than usual, 5 days instead of 7 days. The signup page has a warning about it being a bit fast. I disabled skips on this one in part to extend the games a little longer and also to avoid penalties for players. The rounds will move fast at 5 days so disabling skips has no real drawback for tournament pace.
Looking at a 3p 2 tournament with 15 day time it has been going great with 36/36 games completed without skips or out of time over the coarse of 3 rounds and now it's onto round 3. https://boardgamearena.com/tournament?id=401663 I would say this tournament is a success since every game has completed. The longest game in Round 3 was 12 days and the shortest was 7 days, all reasonable for this game. The 12 day had a player go slightly over time, but players allowed it to complete, which is nice (slow player lost anyways).
It's understandable that we will get slow players sometimes and we will try to accommodate them as much as possible. However I should also be respectful to the vast majority of players (>90%) who play in a timely manner and similar pacing to each other. The 52 players in this tournament can handle these time settings and players in previous ones have as well so it would be disrespectful to these players to put the game duration up to 30 days just to appease the occasional much slower than usual player. This would greatly derail the pace of the tournament and I would prefer tournaments to have a reasonable pace and good flow from game to game.
From my experience as a tournament host as long as over 90% of games are completing on time the settings are usually good. When I have tried to be extra generous in the past I found that the slow players than needed additional time would STILL PLAY SLOW and time out regardless of how long I made the games so that may have skewed my opinion. I prefer to have closer to 100% games complete on time obviously, but it all depends on who is joining so I can never guarantee 100% game completion, but I can guarantee better than average tournament game completion.
I would prefer going over time or getting skipped to mean something for reputation so that my "high reputation" tournaments can continue to run with a lower chance of problematic tournament players ruining games. If nearly every tournament on this site because no-skip with the current reputation settings then these bad actors will not get properly penalized and continue to bother more players in more tournaments.
