Association Action Inactive

I was playing a game today in which I could no longer use the Association action and I have no idea why. I also could no longer advance on the Reputation track. I had the 3 Universities and could not upgrade beyond the two partner zoos. I had 3 Association workers who sat around for the last 30 minutes of the game twiddling their thumbs. . .

You didnt upgrade your cards or you associate actions. Not upgrading cards stops puts a block on your max reputation, and not upgrading association limits partner zoo's to two.

If you'd had a conservation project you could support,you would have been able to do that once your association action got to five. Presumably,there wasn't one that you could support,and you couldn't enable yourself to support one by playing other actions ?
