Duplicate partner zoos associate ability?

I've been unable to grab duplicate partner zoos with the duplicate partner zoos ability in the case that I, then my opponent, took the same zoo. In that case, the board doesn't put a new one out, the game seems to think we're out of partner zoos, and the card says when there's none in supply I can't take any. If that's intended, does that mean there's a max of 2 zoos total? (There's a bug report that seems to say this.) If so, that would mean the only way to take duplicates is to take both in the same cycle; also, I've pretty sure I've had games where my opponent has tripled up on the same zoo before. And then if the opponent takes one zoo, does that mean after the next break the second copy is on the board and thus I can't take it ever? How is this card supposed to work?

4 zoo total. The game does not refill taken zoos precisely so you can grab from the reserve. Otherwise it would be even harder to use

I believe this rule is also in the rulebook as suggested that there is no need to refill if all players already have a certain partner zoo or uni.
