Why doesn't the March decree activate Sapper tactic?

The March decree does not allow sappers to attack enemy fortifications with Sapper tactic. Could you please explain the rules to me?

For example March decree activates only Bannerman and Berserk tactics but Ensign can activate all thee of them. It means Ensign "move" and March "move" are different.

Because a tactic is a tactic and the march is just a move. By the same logic you can't attack with a cavalry after marching. Examples you mentioned are not the tactics but just abilities which trigger when some specific condition happens. For instance your sapper would build the fortification after you march them to the location, because it is their ability but not the tactic
