Rules Document Required for public alpha

A rules document of some kind should be required to be made available to alpha testers as part of the process for publishing games to public alpha testing. Its getting more and more common to publish games without rules available and it doesn't make much sense. Sometimes there is a video of rules but no guarantee the game was played correctly in the video or the rules are still current, sometimes theres nothing at all. But a game can't really be in public alpha if the rules aren't public.
