Unit cannot retreat: why?

Hello,

This is my first game after doing a solo, and I don't understand why the unit can't retreat in this case:

It looks like it has two hex to choose from. Probably a rule I didn't pay enough attention to?

The unit in Posen cannot retreat because all of the surrounding hexes have an enemy zone of control.
